Criminal Records Bureau

Under the supervision of a Records Manager, the unit provides operational support 24-hour, 7-day per week to law enforcement and detention agencies and officers at the local, state, and nation-wide level. Services provided include maintaining the central repository for local criminal records, along with the entry, update, and research of warrant or wanted persons, stolen, recovered, lost, and found property or vehicles, missing or abducted people. Team members collaborate with officers and law enforcement partners to prepare records for DA review or court adjudication.

The Criminal Records Unit offers a variety of services at our Ventura and Thousand Oaks locations. These sites are open Monday – Friday between 8:00 a.m. and 5:00 p.m. Records Technicians can assist with responding to records requests, subpoenas, petitions for case sealings, vehicle release, issuing County business and event permits and licenses, livescan and registration services.

Records Requests

Please be advised that reports requested without a subpoena, court order or specific statutory authority will be treated as a request made under the California Public Records Act. (See Cal. Gov. Code 7923.600).  The Sheriff’s Office may take up to 10 calendar days to respond to your request (Cal. Gov. Code 7922.535).

Requests submitted in Person or via U.S. Mail

You may submit a report request in person or via U.S. mail at:

  • VCSO Records Bureau: 800 S. Victoria Ave., Ventura, CA 93009, between the hours of 8:00 a.m. and 5:00 p.m. 
  • Thousand Oaks Police Department:  2101 E Olsen Rd., Thousand Oaks, CA 91360, between the hours of 8:00 a.m. and 5:00 p.m. 

If submitting your request via U.S. mail, please download and mail in the Record Request Form, found here. All mailed requests should include a copy of your government issued photo ID and a money order for the total fees associated with the request. We do not accept personal checks.

Guidelines for releasing reports are as follows:

Crime and Incident Reports

Released to:

  • Victim(s)
  • Authorized representative of victim
  • Insurance carrier against which a claim has been made and/or might be made
  • Person suffering bodily injury, property damage or loss

Not released:

  • If the disclosure would endanger the safety of a witness or other involved party
  • If disclosure could endanger the successful completion of an investigation and/or related investigation
  • Name and address of a victim(s) of certain specified crimes will not be disclosed
  • If the Department is prohibited by law from releasing the report (e.g. child/elder abuse reports)


Traffic Collision Reports

Released to:

  • Drivers involved in the collision
  • Registered owners of vehicles involved
  • Parents of a minor driver involved
  • Passengers listed in the report
  • Insurance companies
  • Those incurring property damage as a result of the accident
  • Those who may incur civil liability as a result of the accident
  • Any attorney who declares that he or she represents any of the above persons


Juvenile Reports

Released to:

  • Parents of a juvenile may receive a copy of certain types of reports if their child is the only juvenile identified in the report.

All other requesters must petition the Presiding Judge of the Juvenile Court directly for the release of juvenile records. The Juvenile Court has the exclusive authority to determine whom, and the extent to which juvenile record information may be released.

California Public Records Act (CPRA)

The Records Bureau is responsible for processing all CPRA requests, received from members of the public and media.

The Ventura County Sheriff’s Office follows The California Public Records Act, Government Code (GC) 7920 et. all, when researching and reproducing records in response to requests for public records. The Sheriff’s Department may take up to 10 calendar days to respond to your request (Cal. Gov. Code 7922.535) and, if necessary, may take a reasonable period of time thereafter to produce the non-exempt records responsive to your request.
