Assembly Bill 481 – Funding, Acquisition and Use of Military Equipment
Effective January 1, 2022, Assembly Bill (AB) 481 requires law enforcement agencies to obtain approval of the applicable governing body, by adoption of a military equipment use policy, by ordinance, prior to taking certain actions relating to the funding, acquisition, or use of military equipment.
The attached draft of the Sheriff’s Office Military Equipment Policy details the requirements for submitting the policy to the Ventura County Board of Supervisors seeking approval for the use of defined equipment through a Ventura County Ordinance. The draft policy also details the steps the Sheriff’s Office shall take within one year of approval of the ordinance to provide transparency to the community regarding the military equipment utilized by the Sheriff’s Office.
The Sheriff’s Office anticipates presenting the suggested policy and ordinance to the Board of Supervisors during a public hearing on April 26, 2022. Public input will be solicited during this public hearing, which will also serve as the proposed ordinance’s first reading. A second hearing is anticipated at a date to be determined in May which will serve as the proposed ordinance’s second reading. Upon successful adoption by the Board of Supervisors, the ordinance will go into effect on June 1, 2022.
